There are lots of activities that people could do other than being productive members of society. People eat junk food while watching tv, play xbox, jerk off, etc, etc. Making weed illegal just forces people to turn to a black market to fulfill their wants, in turn generating all the negatives that black markets do. Or maybe they just grow shrooms and get high that way. Music and art are a great example of professions where getting high might be a positive to the creative process, although it should be noted that many artists battle addictions along the way. It should be a personal choice.
In a free society, it's up to each individual to decide whether and how they want to be productive to society. "
